This person was flying around the map and using uber to kill people. I thought it was a glitch or something but when I saw them flying around I knew they were VIP.

The screenshot only shows Aries killing you with a Phlog. Do you have an evidence of the user

flying around the map and using uber to kill people

The phlog only gives uber when you activate it, so it would only be when they taunt. The uber effect only appeared when players tried to damage them. They were not under the effects of RTD since the only roll that is similar to having Uber is powerplay, but it would show the resistances above them. Flying around as in using the flight ability to go onto the platform above spawn. The one that has a rainbow trail that activates when you use it.
