Snipers baiting

I was playing sniper on jailbreak the other day and apparently scoping is not allowed? I was scoped in at completely the other direction and somehow I was still baiting. Does this mean I cannot charge up my shot to kill a rebeller that is next to non-rebelling inmates?

You can't be constantly scoped in unless you are hunting an active rebeller. In your case as long as you were constantly trying to kill the rebeller you were in the right.

You can scope in you sights as long as it is with the intent to kill a rebeller. If it was also to kill an inmate who didn’t follow the orders of the warden than you can kill them. But, scoping in for a considerable amount of time without a reason is baiting.

Bare in mind that people may Pootis pow you and hit you with projectiles without consequences as you are baiting. Same goes for reving heavies.
