There's no clear use of an aimbot here and for starters he didn't hit each shot. I can however confirm that you were lagging during the video, you kept trying the same tactic over and over against a player who is using a loadout designed to counter your playstyle (Trolldier vs Direct Hit / Reserve Shooter) and at the range you were getting killed at, there is no way at all to possibly consider that he is using an aimbot especially given how you did not spectate the player. Finally while I can understand suspicion towards players with private accounts, that alone is not enough evidence.
I would like to mention that I joined the server after you used /call. I spectated Oz- myself, and I really couldn't see anything that made him look suspicious. I also saw his profile before it became private - the guy has tens of thousands of rocket launcher kills and has numerous competitive medals, so he's without a doubt not new to the game.
Your evidence is not sufficient enough to punish someone. What is shown on the clip is not thr case of hacking, I'm afraid. Aimbot doesn't work with most projectile based weapons at all and the shotgun shots there were mostly at point blank. There is no indication that this player is cheating and as Mercuphobia pointed out - the player is actually an experienced person with just an account set to private, not some f2p account that you have claimed it to be.
