Resolved Golden Wrench on Spy (possibly other classes)

I'm new to forum stuff in general, so apologies for messing up.

So I was on 104.243.38.50:27023 (NY Combat Surfing) and I saw this person named 'Quacky ツ' (STEAM_0:0:1056806, https://steamcommunity.com/profiles/76561198171626958) and they were using the Golden Wrench. They kept saying over voice chat things like "Disguise doesn't go away" and "usually crits". To my knowledge, you can only get the Golden Wrench by using !gw or /gw on only Engineer. They have been explaining how they do this to only a few people like 'Spooky "Boye" Hollow' (STEAM_0:0:423630416, https://steamcommunity.com/profiles/76561198807526560)

This should not be normal, right?

I highly doubt that theory, since real Golden Wrenches (GWs) have "Limited Level 20 Wrench" for the level, a description saying which GW number it is, and his account was made ~5 years after all the 100 real GWs. Plus, real GWs are not an all-class weapon like a Saxxy.
