I believe so. It can give you the C.A.P.P.E.R, the Saxxy, or the Golden Wrench.

Yeah iv'e experienced this before i was a gaurd on JailBreak, i was soilder and from the previous round i was a medic and the medi gun transferred over i can swap to the medi gun but i couldn't heal or use it so it's not that much of a big deal. i was basically a soilder with a non usable medi gun.
